Dubai Silicon Oasis (DSO) authority approvals

Dubai Silicon Oasis sits outside the Dubai Municipality building-permit system. A fit-out, extension or new building inside the zone is licensed by the free zone's own authority, which today is the Dubai Integrated Economic Zones Authority (DIEZ). Getting that one fact right at the start saves a surprising amount of time.

DSO is a mixed technology park. It has offices and research space, light industrial and logistics units, retail, schools, and residential towers and villas. That mix means the approvals for a server room in a business centre, a production line in a light-industrial unit and an extension to a family villa follow different paths, even though they share the same authority.

We are an independent consultancy, not part of DSO or DIEZ. The authority decides whether to approve. Our role is to prepare a package that its reviewers can approve with as few comments as possible, coordinate the NOCs that sit around it, and keep the file moving.

Who regulates building work in Dubai Silicon Oasis

Dubai Silicon Oasis started as a free zone under its own authority. In 2021, Law No. 16 of 2021 created the Dubai Integrated Economic Zones Authority, which brings Dubai Silicon Oasis, Dubai Airport Free Zone and Dubai CommerCity under one authority. The law took effect at the start of 2022.

Two parts of that law matter for anyone planning works:

  • Construction licensing. The law gives DIEZ the function of licensing, regulating, controlling and supervising construction works inside its zones, and of deciding how land and property in them may be used.
  • Separation from Dubai Municipality. The law states that DIEZ and companies it licenses are generally not subject to Dubai Municipality's powers, apart from areas such as public health, safety, environment and food control, and legislation that expressly applies to free zones.

In practice, this means your building permit or fit-out approval in DSO comes from the zone authority rather than from Dubai Municipality. Some rules still apply emirate-wide. The Dubai Building Code is mandatory across Dubai, free zones included. Fire and life safety remains with Dubai Civil Defence. Electricity and water connections remain with DEWA. Food premises still answer to food-safety requirements.

Single window: since 2022 Dubai's unified building-permit platform has included the building licensing services of Dubai Municipality, the Dubai Development Authority, Trakhees and DIEZ. Each authority still applies its own procedures to the plots it controls, so a DSO application is reviewed by the DSO / DIEZ side, not by DM.

Each of these brings its own technical focus. A lab or clean room raises questions about ventilation, gas storage and drainage of chemical waste. A server room changes cooling loads, power demand and the fire-suppression strategy. A warehouse mezzanine needs structural justification and a revised fire strategy. A café needs kitchen exhaust, grease management and food-safety layouts. We plan the package around these points instead of waiting for reviewers to raise them.

Leased commercial units

Most DSO projects are fit-outs inside an existing building. The landlord or building management approves the design first, then the authority issues the fit-out approval and inspects at completion.

Plot-level works

New buildings, additions and external works on a DSO plot need a building permit. Expect planning checks on permitted use, setbacks and heights, plus structural review and service-authority NOCs.

Homes in DSO

Villa and townhouse extensions, pergolas, pools and internal layout changes follow the community rules and the zone's modification process. Purely cosmetic work is usually treated lightly, but check first.

Change of activity

Turning an office into a training centre, or a store into a food outlet, can change occupancy and fire requirements. Treat it as a design question, not just a licence amendment.

Documents and drawings for a DSO application

The authority sets the exact checklist for each service, and it can ask for more during review. For a typical commercial fit-out or modification in DSO, prepare the following:

  • Lease or ownership proofThe tenancy contract or title document for the unit or plot, with the unit number and area.
  • Company licenceThe DSO / DIEZ trade licence of the occupying company, with the activities that the layout must support.
  • Landlord NOCA no-objection letter from the building owner or management, often with their own fit-out rules attached.
  • Appointment lettersDetails and licences of the consultant and contractor appointed for the works.
  • Architectural drawingsExisting and proposed layouts, sections where ceilings or levels change, finishes and door schedules.
  • MEP drawingsPower and lighting layouts, load schedules, HVAC, plumbing and drainage, prepared through our MEP design service where needed.

All design must follow the Dubai Building Code, which applies across the emirate including free zones. For new buildings, check early which green-building requirements the authority applies to your plot.

How a DSO fit-out or building approval usually runs

The steps below describe the usual sequence. The authority's own service cards decide the order of NOCs and the inspection points for your specific service.

Confirm the plot, unit and activity

Check that the unit's permitted use matches the licensed activity and the planned layout. Check whether the building management has a fit-out manual.

What affects fees and timing in DSO

We don't quote DSO or DIEZ fees on this page. We could not find a current official fee schedule for DSO engineering services, and other authorities' rates don't carry over. Your quotation separates authority fees, paid to the authorities, from our consultancy fee.

Size matters less than complexity. A large open-plan office can be quicker than a small lab with gas cylinders and fume cupboards, because the lab needs more reviewers and more specialist detail.

Common reasons DSO applications stall

  • Applying to Dubai Municipality by habit. Contractors who mostly work on the mainland sometimes start on the wrong route. DSO plots and units go through the zone authority.
  • Licence activity doesn't match the layout. A trading licence with a workshop layout, or an office licence with a food counter, invites questions. Align the licence and the design first.
  • Under-designed MEP. Server rooms and labs often need more cooling and power than the base building provides. Late load increases bring in DEWA and can change the design.
  • Mezzanines added without structural and fire input. In light-industrial units, a storage mezzanine changes both floor loads and escape routes. See our warehouse and industrial approvals page.
  • Starting before approval. Works done early may have to be opened up, altered or removed, and can block the completion certificate.

Dubai Silicon Oasis approval FAQs

Generally no. Law No. 16 of 2021 gives the Dubai Integrated Economic Zones Authority the function of licensing and supervising construction works in its zones, which include DSO. Emirate-wide rules such as the Dubai Building Code, Civil Defence fire requirements and DEWA connections still apply.

DIEZ is the authority created in 2021 to bring Dubai Silicon Oasis, Dubai Airport Free Zone and Dubai CommerCity under one umbrella. DSO keeps its identity as a zone, but it is regulated through DIEZ.

In most cases, yes. Fit-outs change partitions, ceilings, detection and sprinkler coverage, which Civil Defence reviews. The authority usually expects Civil Defence clearance at both the design and completion stages.

No. The landlord's NOC confirms the building owner has no objection. The authority approval confirms the works comply with the regulations. You normally need both before work starts.
