Swimming pool design and approval

For villa owners adding a pool, and for buildings and compounds with shared pools. We design the pool shell, plant, drainage and safety features and prepare the drawings that the developer and the authority need before anyone starts digging.

A swimming pool is a water tank, a structure, a plumbing system, an electrical installation and a safety hazard all at once. That is why approving one involves more than a sketch of its shape.

In Dubai, pools are reviewed for structural safety, water treatment, drainage, electrical safety and the protection of children and other users. In a master community, the developer also checks the pool's position, levels and effect on neighbours. A pool that is designed with all of these in mind passes through approvals far more easily than one drawn by the pool contractor alone.

We design private villa pools and shared pools for residential buildings and compounds, and prepare the approval drawings. The developer and the authority decide whether to approve them.

The rules a pool design has to meet

Pool requirements in Dubai come from several sources. The authority for your plot decides which apply.

Dubai Municipality technical guidelinesDM publishes Technical Guidelines for Approval of Swimming Pool Plans (DM-HSD-GU34) and separate safety guidelines for private pools (GU80) and public pools (GU81). They classify pools as private, such as a pool at a single villa, or public, which includes pools in residential buildings and compounds, hotels, schools and clubs.
Law No. 2 of 2026 on public safetyEffective 1 June 2026, it covers safety standards for buildings, swimming pools and beaches, overseen by DM's Environment, Health and Safety Agency. It replaced Local Order No. 11 of 2003. Existing guidelines stay in force where they don't conflict, until replaced, and affected parties have a two-year compliance period.
Trakhees regulationsIn Trakhees areas, its published building regulations include a swimming pool section. It requires the pool wall to be set back at least 1.8 m from all plot limits and adjacent structures, and a continuous deck at least 1.2 m wide around the pool.
Dubai Building CodeThe structural, utilities and villa requirements apply to the pool and its plant as part of the plot's buildings.
Developer guidelinesPool position, setbacks, levels, fencing and screening, overlooking and drainage towards neighbours.

In transition: with the new public safety law in force since June 2026, Dubai Municipality may revise its pool guidelines. We check the current version for each project rather than relying on an older copy.

What we design

Shell and structure

A reinforced concrete shell designed for the loads when full and when empty, with waterproofing, movement joints and its relationship to the villa's foundations and boundary walls. On reclaimed or waterfront plots we plan for site-specific ground information.

Water circulation and treatment

Inlets, outlet drains, skimmers or overflow channels, filtration, disinfection and chemical dosing, sized so the whole volume is treated within the required turnover.

Plant room

A ventilated, secured space for pumps, filters and chemical equipment with safe access, separate from the pool enclosure. Its position affects noise, maintenance and the neighbours.

Drainage

Backwash disposal, deck drainage, shower and floor traps, and emptying arrangements that don't discharge onto neighbouring plots or the street.

Electrical safety

Pump and lighting supplies, earthing and equipotential bonding, protection devices and underwater lighting suitable for pool use.

User safety

Depth markings, steps and ladders, slip-resistant deck, anti-entrapment outlet design, and a barrier with self-closing, self-latching gates to keep young children out.

The plan-approval guideline sets measurable requirements for access (steps and ladders by depth and perimeter), water circulation (the number of inlets relative to pool volume) and outlet drains in the pool floor. Reviewers check the drawings against these figures, so we design to the current version of the guideline for each project and show the relevant dimensions on the drawings.

Shared pools in buildings and compounds

Pools serving a residential building, compound, hotel or club count as public pools under DM's classification. They are designed and operated to stricter standards than a private villa pool: water quality, plant capacity, changing and shower facilities, signage, safety equipment and, depending on the facility, supervision. Rooftop and podium pools also need careful structural and waterproofing design, because a leak affects the floors below. We design these as part of a building design or as a standalone addition.

What affects design time and cost

  • Size, depth and shape. Free-form shapes, infinity edges and deep ends add structural and hydraulic design.
  • Position. Pools close to boundaries, foundations or underground services need more structural checks.
  • Ground conditions. High groundwater or reclaimed land changes excavation, uplift and waterproofing design.
  • Extras. Heating or chilling, water features, spa sections and automated covers add services design.
  • Number of reviewers. A developer review plus the authority review adds a round.

Developer and authority fees are separate from our design fee and are listed in the quotation.

Common pool approval problems

  • Building the pool on a contractor's sketch. Without approved drawings, the pool may have to be regularised or even removed.
  • Pool too close to the boundary. Setback rules apply to the pool wall itself, not just the deck.
  • Plant room as an afterthought. Pumps placed against a neighbour's wall cause noise complaints and developer comments.
  • Backwash onto the street. Discharge must go to an approved point.
  • No barrier on the drawings. Child-safety barriers and gates are a core safety feature and should be shown and specified.

Swimming pool FAQs

Yes. A pool is construction work and needs approval from the authority for your plot, and in master communities a developer NOC as well. Building without approval risks fines and having to regularise or remove the pool.

It depends on the authority and the community. In Trakhees areas, the published regulation requires the pool wall to be at least 1.8 m from all plot limits and adjacent structures. Developers may set their own limits. We confirm them for your plot.

Safety barriers with self-closing gates are a standard safety requirement in pool guidelines, and Trakhees completion checklists look for safety fencing. We show the barrier on the drawings and confirm the specification required for your plot.

Usually, if the plot has space within the setbacks. The design has to consider the villa's foundations, underground services and access for excavation.

Under Dubai Municipality's classification, pools in residential buildings and compounds fall under the public pool category, which carries stricter design and operating requirements than a private villa pool.
