Fit-out and renovation approvals in Business Bay

Business Bay's canal-side towers mix offices, hotel apartments, residences and street-level retail, each run by its own building management. We prepare fit-out drawings, collect the building NOC and coordinate the authority permits for offices, shops, restaurants and apartments.

Business Bay has dozens of developers but one master plan. Every unit sits inside a tower owned and run by someone different, so the first approval you need is often not from a government authority at all. It is from the building's management, and its rules can vary a lot from one tower to the next.

Three layers of approval in a Business Bay tower

Building management NOC

The tower's owners' association or developer reviews your drawings against its fit-out guide. It sets out how you connect to the floor's fire alarm, sprinklers and chilled water, plus working hours, deposits and lift use.

Dubai Municipality

A decoration (fit-out) permit is required for non-structural interior works in commercial and office units over 100 m². Units of 100 m² or less, and units inside malls, are exempt under Administrative Resolution No. 85 of 2019.

Dubai Civil Defence

Fire and life-safety drawings for alarm, sprinkler, exit and emergency lighting changes, followed by inspection. See Civil Defence approvals.

Under Resolution 85/2019, the decoration permit is filed by a Dubai Municipality-approved contractor. Dubai Municipality lists the self-decor permit as an instant service once the submission is complete. We prepare the drawings and coordinate submission through the appointed contractor, and the authority makes the decision. Office fit-outs

Many Business Bay office floors are handed over as shell and core. The fit-out has to bring in everything from the raised floor or screed to final ceilings, so the drawing package is larger than for a refurbishment. Things that often come up:

  • Strata offices. Many offices here are individually owned. The owner's consent and the owners' association rules apply even when the tenant runs the fit-out.
  • Floor-plate services. Ceiling heights under ducts and sprinkler mains limit what you can do with glazed meeting rooms and bulkheads.
  • Server and comms rooms. Extra cooling and power need agreement on capacity from building management before design is finalised.

Restaurants and shops along the canal

The Dubai Water Canal and its promenade have made Business Bay's ground floors popular for cafés and restaurants. They are also the units most likely to run into problems late. Kitchen extract has to discharge somewhere the tower allows, often at high level through a shaft that may not exist. Outdoor seating on a promenade or podium may belong to the building, the master community or a public authority, and each needs its own permission. Apartments and hotel apartments

Residential and serviced-apartment towers in Business Bay usually allow kitchen, bathroom, flooring and joinery upgrades with a building NOC. Moving wet areas, adding partitions that affect sprinkler or smoke-detector coverage, or enclosing balconies is treated more seriously. Under Law No. 6 of 2019 on jointly owned property, changes to structure or external appearance need master developer, Dubai Land Department and competent authority approval. Hotel-apartment units may also be bound by the operator's brand standards and rental-pool agreement.

Business Bay fit-out FAQs

No. Business Bay is a mainland district, so businesses usually hold a Dubai mainland licence, and fit-outs generally follow the Dubai Municipality and Civil Defence route. We confirm the authority for your plot before submitting.

Administrative Resolution No. 85 of 2019 exempts units of 100 m² or less from the decoration permit. The building's own NOC and any Civil Defence requirements for changes to fire systems still apply.

Usually the tower's owners' association, its appointed property manager or the developer that still manages the building. The fit-out guide for your tower names the contact and lists the deposit and documents.

It depends on the building's review cycle, how complete the drawings are, and whether Civil Defence or other authority approvals are needed. We give an estimate once we have seen the unit and the scope.
