Salon, spa and gym approvals

For owners and operators opening a hair salon, beauty centre, spa, massage centre or gym. We design a layout that meets the hygiene rules, coordinate the fit-out and fire approvals, and prepare the furniture layout the health and safety review needs.

Salons, spas and gyms sit in an unusual place in Dubai's approvals. They are ordinary commercial fit-outs, but Dubai Municipality's public health rules also reach right down to the furniture: how far apart the chairs are, how big a treatment room is, and where every wash basin goes.

That means the layout drawing does two jobs. It has to pass the building and fire review like any other fit-out, and it has to satisfy a health and safety review that checks the plan against specific dimensional rules. Get the layout right once and both reviews go smoothly. Design it purely for looks and you may lose a treatment room or a styling station at the last moment.

The approvals a salon, spa or gym usually needs

Fit-out or building approval

The unit's decoration or fit-out permit from the authority for the location, plus the landlord's or developer's approval. Dubai Municipality's health guidance says the business must get construction or architectural approval from the building licensing authority.

Fire and life safety

Civil Defence approval of the layout and fire systems. Gyms, saunas and spaces with many people or wet equipment get particular attention.

Health and safety no-objection

Dubai Municipality's No Objection Permit for Practicing Health and Safety Activities, which comes with an approved furniture layout.

Alongside these sit the trade licence for the correct activity and, for some activities, approvals from other bodies. Medical or clinical treatments are outside the beauty licence altogether (see below).

Dubai Municipality's health and safety no-objection permit

Dubai Municipality's Health and Safety Department issues a no-objection permit for a defined list of activities. Its technical requirements document (version 3.0, May 2024) covers:

  • Gents & ladies salons
  • Children's hairdressing
  • Henna salons
  • Cosmetic & personal care centres
  • Hair fixing centres
  • Oriental baths
  • Massage & relaxation centres
  • Spa clubs
  • Physical fitness clubs
  • Laundry & pressing

According to that document, the permit is needed for a new company or branch, a change to the furniture layout, adding an activity to the licence, moving location, or a mobile activity. It is applied for through the company's account on the Dubai Municipality website. The main document is a single-page furniture layout showing every service, the furniture, dimensions in metres and areas in square metres; a two-floor shop shows both floors on that one page.

DM's service card lists the service as free, with a completion time of one working day. That is the review time for a complete application. It does not include design, landlord approval or the fit-out itself.

Hotel spas and salons: the document excludes shops licensed only under a hotel establishment's licence. If the salon or spa has its own separate licence, the requirements apply to it.

Salon and beauty centre layout rules

The technical requirements set specific dimensions that the furniture layout is checked against. For salons and beauty centres they include:

The same document lists which services each licence type may offer. A salon may offer hairdressing, manicure and pedicure, facials and waxing. A beauty centre covers the beauty services but not hairdressing. Jacuzzi, sauna and steam belong to spa clubs, Moroccan baths to oriental baths, and massage to massage and relaxation centres. Draw a service on the layout that your licence does not cover, and the layout is likely to be returned. Our article on salon and spa approvals walks through the licence side in more detail.

Mixed-gender premises: where a licence covers services for both men and women, DM requires the two sections to be completely separate, each with its own external entrance and no shared areas. This has a large effect on the floor plan and should be settled before you sign a lease.

Spas, massage centres and wet areas

Spa and massage layouts follow their own set of rules in the same document:

  • Each service room at least 6 m², with one bed or basin per room
  • A dressing room for each service room, connected so that you enter the treatment room through the dressing room
  • A separate hand wash basin in every room, with waterproof finish at least 0.5 m around it
  • No curtains or temporary partitions between rooms, and corridors at least 1.2 m wide

Wet areas such as Moroccan baths, steam rooms, saunas, jacuzzis and plunge pools are where the design effort goes. Dubai Municipality's compliance guideline for spa and massage centres checks items such as non-slip, impermeable floors, approved wall and ceiling materials, proper drainage, ventilation and air-conditioning, shower and changing facilities, and hot water and showerhead hygiene. For the building approval, these spaces bring:

  • Waterproofing and drainage over existing slabs, often in a building never designed for wet use. Leaks into units below are a common landlord concern.
  • Extract and ventilation for steam and humidity, which needs routes to the outside and landlord consent for any façade or roof openings.
  • Electrical safety for heaters, pumps and lighting in wet zones.
  • Loads from filled pools, stone finishes and heavy equipment.

Gyms and fitness studios: occupancy and fire safety

A gym looks like open space, but for fire safety it is a busy assembly-type room full of equipment, often with classes that pack many people into a studio at once. Reviewers focus on:

  • Occupant load. The number of people the space is designed for drives exit numbers, exit widths and door hardware. Studio classes and peak-hour use are usually the critical case.
  • Equipment layout and escape. Rows of treadmills and racks must not block escape routes or exits. DM's requirements also ask for suitable distances between equipment, and numbers and sizes suited to the shop's area.
  • Floors. DM requires shock-absorbing rubber flooring under sports equipment and smooth, cleanable surfaces elsewhere. Heavy free-weight zones and dropped weights may also need a structural check on the slab.
  • Changing rooms. Changing rooms with lockers and a separate hand wash basin with waterproof surround are required. Showers and saunas bring wet-area issues.
  • Sound and vibration. Landlords in mixed-use buildings often require acoustic and vibration isolation, particularly for gyms above homes or offices.

Where beauty ends and healthcare begins

Dubai Municipality's guidance says the furniture layout must not include medical, treatment or specialised services outside the Health and Safety Department's scope, and that approvals for those must come from the competent authorities. Treatments that count as healthcare, such as many aesthetic and cosmetic medical procedures, are licensed by the health authority, not under a salon or beauty licence. Common problems

  • Curtained treatment cubicles. Attractive and cheap, but DM's rules require fixed walls between service rooms.
  • Squeezing in an extra chair. One more styling station often breaks the 1 m spacing rule.
  • Steam rooms without an extract route. Without a route for humid air, the steam room may not be buildable in that unit.
  • Services outside the licence. A sauna in a salon, or massage in a beauty centre, needs the right activity.
  • Rearranging after approval. A change to the furniture layout is one of the triggers for a new no-objection application.
