What is being built on Palm Jebel Ali

According to Nakheel's August 2026 announcement, Palm Jebel Ali has 16 fronds and more than 90 km of beachfront. Villa construction is under way across the residential fronds: 544 villas on Fronds A–F were in structural and MEP works, and 728 villas on Fronds K–P had reached internal and external finishing.

The villas come in design collections. The Frond F beachfront release, for example, includes Beach Collection villas of roughly 7,500–8,500 sq ft and Coral Collection villas of roughly 11,500–12,500 sq ft, across ten architectural designs by several named architecture practices. That variety is relevant to approvals. Each design has its own façade language, and changes are likely to be judged against the original design, not a single frond-wide style.

Changes owners usually plan after handover

  • Pools, plunge pools and pool decks. On a beachfront plot these need structural and MEP design that suits new ground on reclaimed land. See our swimming pool design and approval service.
  • Landscaping, pergolas and outdoor kitchens. Hard landscaping, shade structures and anything with a foundation or services usually needs developer approval. Our landscaping approvals page explains the scope.
  • Interior reconfiguration. Moving kitchens, adding partitions or changing wet areas affects MEP layouts, so expect a Nakheel NOC and possibly a permit.
  • Solar and smart-home upgrades. Rooftop solar has its own DEWA route. See solar panel approvals.
  • Extensions. These are usually a later-stage project, once the community has settled and owners know how they use the house. The general route is on our villa renovation and extension page.

Points specific to a brand-new island

Defects period first

A new villa normally comes with a developer defects-liability period. Before altering anything, read your sale agreement and handover pack. Changing a building element can complicate a later warranty claim on that element.

Get the as-built records

Ask for the approved and as-built drawings at handover. Every future application builds on them, and getting them later is slower. Where records are incomplete, our as-built survey service fills the gap.

Live construction around you

Neighbouring plots and fronds will be under construction for some time. Contractor access, deliveries and working hours may be more tightly controlled than in a mature community.

Reclaimed, coastal ground

Pools, basements and heavy landscaping should be designed on site-specific ground information. Salt exposure on the shoreline also affects material and equipment choices.

Guidelines for a new community are often issued or refined after handover begins. We check Nakheel's current requirements for your frond before any design work, not rules carried over from Palm Jumeirah.

Retail, hospitality and commercial units

Nakheel's plans for the island include hotels, a retail centre and a Friday mosque. Tenants fitting out shops, cafés or restaurants will need landlord or developer approval, a fit-out permit, and fire and life-safety approval. Palm Jebel Ali approval FAQs

You can start feasibility and concept design. Submissions to Nakheel normally need you to be the registered owner with the property handed over, and we confirm what Nakheel accepts at the time.

Not automatically. Both are Nakheel communities, but Palm Jebel Ali has its own villa designs and will have its own requirements. We work from the current guidance for your frond.

Soft planting is usually treated lightly. Hardscape, pergolas, outdoor kitchens, water features and anything connected to services generally need a Nakheel NOC, and sometimes a permit.

It is expected to be Trakhees (PCFC), because Nakheel falls within its jurisdiction. We confirm this for each plot before submitting anything.
