Dubai South development control
Dubai South approval is the design review, permit and completion process run by Dubai South's own development control team for building and fit-out work on its plots and in its buildings. New buildings pass through preliminary and final design review before the contractor applies for a building permit. Fit-outs in offices, shops and warehouses need a fit-out work permit and an HSE NOC. Both finish with inspection and a completion certificate, and new facilities need an Operation Fitness Certificate before they open.
We prepare the architectural, structural and MEP drawings, organise the NOCs and follow each submission through Dubai South's review stages to the permit and the completion certificate. Dubai South makes the decisions. Our job is to give the reviewers a complete, consistent package so it moves through each stage without avoidable comments.
Dubai South is the master-planned area around Al Maktoum International Airport. It includes residential communities, the Logistics District, the aviation area, commercial buildings and a free zone. For plots and buildings under its control, design review and permits go through Dubai South's development control team instead of Dubai Municipality.
"Dubai South approval" can mean any of these, depending on the work:
These cover physical works only. Company setup and trade licences in the Dubai South free zone are a separate process.
If the plot or building sits under Dubai South's development control and the work changes the structure, layout, building services or use, you need approval before work starts. Which approval depends on what you hold and what you plan:
| Planned work | What it usually needs |
|---|---|
| New building or major works on a leased plot | Affection plan, preliminary and final design approval, HSE NOC, building permit |
| Office fit-out: partitions, ceilings, air conditioning, lighting | Landlord approval, fit-out work permit and HSE NOC |
| Warehouse racking, mezzanine or internal offices | Fit-out or design revision approval, structural design, fire approval |
| Shop or restaurant fit-out | Fit-out work permit; restaurants add kitchen, drainage and food-safety requirements |
| Changes to an approved design during construction | Design revision review before the change is built |
| Like-for-like decoration | Usually lighter; confirm with the landlord before assuming no permit |
An earlier tenant's approval, or the building's original completion certificate, doesn't cover new work in your unit. Confirm the scope first, then the route.
New construction goes through staged review, and each party has its own part:
Signs the lease and requests the affection plan, which sets out the plot's planning requirements. At the end, the tenant applies for the Operation Fitness Certificate before going operational.
Requests the soil investigation and site services information, prepares the preliminary design for review, then the final architectural and structural design, with the authority NOCs feeding into that stage.
Handles land demarcation, enabling works and mobilisation, obtains the HSE NOC and applies for the building permit, then the structural inspections and the Building Completion Certificate.
Any design change goes back to Dubai South as a design revision review before it is built. Unapproved changes are the most common cause of trouble at completion.
The design must follow the plot's affection plan and the planning regulations for its district. For the design itself, see our building design service and what an affection plan shows.
Most Dubai South projects are fit-outs: an office in a commercial building, a shop or restaurant, or a warehouse that needs racking, a mezzanine or offices before the business can operate. Dubai South has a tenant fit-out manual, and the fit-out work permit is issued together with an HSE NOC for the works.
The usual order is:
Check whether the unit is in a building managed by Dubai South or by another landlord: the landlord's consent is a separate step. For the wider picture, see fit-out permits in Dubai.
Racking height, mezzanines, internal offices, loading areas and stored materials all affect the structure and the fire strategy, so settle them first. See warehouse mezzanine and racking approvals.
Partitions, ceilings, air conditioning, lighting and power, pantry plumbing and the link to the building's fire alarm and sprinklers must all match. See office fit-out approval.
Layout, shopfront, signage and MEP loads are reviewed together. Restaurants add kitchen extraction, drainage and food-safety requirements. See shop and showroom approvals and restaurant and café approvals.
Industrial operations add HSE review of the process, machinery and chemicals, and the Operation Fitness Certificate. Villa works depend on the community and its developer, whose NOC comes first. See villa renovation approvals.
A small office fit-out needs far less than a new warehouse, but most packages draw on:
Comments usually come from drawings that disagree with each other or with the site. We prepare one coordinated set; see engineering drawings for approval and MEP design. Where structure changes, a structural evaluation may come first.
01
Check the plot or unit is under Dubai South's development control, note any landlord or developer, and define the work.
02
Lease, affection plan, approved drawings and earlier permits, compared with the actual site.
03
One coordinated architectural, structural and MEP set, with landlord, utility, fire and HSE NOCs in the order needed.
04
The eligible applicant submits through Dubai South's customer portal, with consultant and contractor registration in place.
05
Each comment gets a written answer and revised drawings in one resubmission where possible.
06
Build to the approved scope, book inspections, test and commission, then apply for completion with the closing NOCs.
Dubai South's review doesn't replace other bodies. Depending on the work, you may also need:
We list which apply to your project and in what order; see NOC coordination.
A permit lets the work start; completion confirms it was built as approved. For a new building, the contractor books structural inspections, collects the HSE NOC for completion and other authority NOCs, and applies for the Building Completion Certificate. The tenant then needs an HSE NOC and the Operation Fitness Certificate before the facility goes into use.
For a fit-out, completion covers the works inside the unit and the systems they affect. Either way, keep test and commissioning records and site changes as you go: most completion delays come from records nobody kept. See as-built drawings and building completion certificates.
Confirming the route, surveying the existing condition and issuing one coordinated set removes most of these before submission.
Estimated Dubai South fees and review times are below. The actual cost varies with the built-up area (BUA), the permit type and the scope of work, and we confirm current rates for your project.
| Service | Estimated authority fee | Estimated review time |
|---|---|---|
| Affection plan | AED 1,000 | 3 to 5 working days |
| Preliminary design approval | AED 1 per sq m of BUA | 8 to 10 working days |
| Final design approval | AED 3 to 4 per sq m of BUA, depending on the building type | 2 to 3 weeks |
| Building permit | AED 1 per sq m of BUA, plus a refundable deposit of AED 4 per sq m (from AED 50,000) | 6 to 8 working days |
| Structural inspection | AED 375 per inspection | 2 to 4 working days |
| Building Completion Certificate | AED 5,000 | 8 to 10 working days |
| Work permit | AED 2,500, plus a refundable deposit of AED 50,000 | 10 to 12 working days |
| Fit-out work permit | AED 15 per sq m, plus a refundable deposit of AED 50,000 | 12 to 14 working days |
| OHSE NOC for a fit-out permit | AED 1,000 to 10,000, depending on the area | 2 to 7 working days |
| Contractor and consultant registration | AED 1,000 to 2,000 initially; AED 500 to 1,000 a year to renew | 1 to 3 working days |
Review times apply to a complete submission. Design work, NOCs from other bodies, comment rounds and the works themselves come on top. Civil Defence, DEWA and other authority fees are separate, as is our fee for drawings, submission and follow-up. We quote authority fees and our own fee separately, in writing.
| Authority | Typical areas |
|---|---|
| Dubai South development control | Plots and buildings within Dubai South under its planning and development function |
| Dubai Municipality | Most mainland plots |
| Dubai Development Authority | DDA zones such as Dubai Internet City and Dubai Science Park |
| Trakhees (PCFC) | Nakheel communities, JAFZA and Dubai Maritime City |
A development's name isn't always a reliable guide; the plot record decides. See Dubai Municipality approval, DDA approvals, Trakhees approval and our guide to free zone approvals.
You get a written scope before work starts, listing the approvals, drawings, responsibilities and exclusions.
It's the design review, permit and completion process run by Dubai South's development control team for building and fit-out works on its plots and in its buildings.
Yes, if it changes partitions, ceilings or building services. You need a fit-out work permit and an HSE NOC, and the landlord usually has its own approval too.
After the lease, the tenant requests the affection plan, the consultant gets preliminary and final design approved, and the contractor obtains the HSE NOC and applies for the building permit.
Usually, yes. They affect structure and fire safety, so they need structural design and fire approval as well as Dubai South's permit.
Each stage has its own review time, for example 6 to 8 working days for a building permit and 12 to 14 for a fit-out work permit, from a complete submission.
Most design and permit fees are based on built-up or fit-out area, some permits need refundable deposits, and other authority and consultancy fees are separate.
The certificate a new facility needs, after the Building Completion Certificate and an HSE NOC, before it goes into operation.
No. Dubai South makes its own decisions. We prepare a complete, consistent submission and answer comments quickly, which avoids most unnecessary delays.
