An approval is a promise about what will be built. The fit-out is where that promise is kept or broken. Most problems we see at completion stage trace back to small changes on site that nobody put back through the approval.
A residential fit-out in Dubai usually sits under several sets of rules at once: the building-permit authority's conditions, the developer's or owners association's work rules, and the Civil Defence and utility requirements that apply to anything touching fire, power or water. The drawings that were approved are the reference for all of them. If the kitchen moves 600 mm, a soffit drops to hide new ducts, or a wall comes out that the drawings showed staying, the approval no longer describes the home.
This service is for owners who want the execution handled with that in mind. We are an approvals consultancy first, so we treat the permit as the brief: the works are planned, sequenced and checked against what was approved, and anything that has to change goes back for approval before it is built.
Dubai's construction rules (Local Order No. 3 of 1999) require a permit before construction works start, and the definition covers modifications and maintenance as well as new building. Dubai Municipality's decoration permit under Administrative Resolution No. 85 of 2019 applies to commercial, office and industrial units over 100 m², not to homes. For apartments and villas, the developer and building management rules, and a modification permit where structure or services change, are what usually apply.
In other words, for many residential fit-outs the contractor is not only the builder. They are a named party in the approval, responsible for carrying out the works as permitted. That is why we plan approval and execution as one job:
Layouts, wet-area positions, electrical loads, ceiling heights and fire-safety items are fixed in the approved drawings. The site team builds to those, not to an earlier sketch.
If site conditions force a change, such as a hidden column or a drain that cannot be moved, it is assessed and, where needed, revised and resubmitted before work carries on.
Inspectors compare what they see with the stamped drawings. Concealed work, such as pipes and cables in walls, is photographed and recorded before it is closed up.
The developer, building management and authority each want their file closed. Clean execution means the completion stage is a formality rather than a negotiation.

In jointly owned buildings, Law No. 6 of 2019 says that substantial structural or external changes need the approval of the master developer, the Dubai Land Department and the competent authority. It always does, a little. The question is whether the change is inside or outside what was approved.
When a change needs approval, we prepare the revised drawing, take it back to the authority or developer and hold that part of the work until the answer comes back. It costs a few days. Building first and regularising afterwards usually costs far more, and Local Order No. 3 of 1999 allows fines of up to AED 50,000 for unpermitted construction.
We price each fit-out from the approved drawings and a site visit. We don't publish standard rates, because residential fit-outs vary too much for a per-square-metre figure to mean anything. The main factors are:

It depends on the work. Dubai Municipality's decoration permit (Administrative Resolution No. 85 of 2019) covers commercial, office and industrial units, not apartments. The building or developer, however, almost always has its own approval and work permit. Structural, façade or service changes follow a different route.
No. Since Law No. 7 of 2025 took effect, contractors working in Dubai must be licensed, registered in the Dubai Municipality contractor register and work within their classification. Building management and the authority will also ask for the contractor's documents. Check them before you sign.
Inspectors and building management compare the site with the approval. Differences can lead to comments, a stop-work notice or a refused completion, and unpermitted works can bring fines. Changes should be revised and approved before they are built.
Yes, with the landlord's written no-objection and the building's approval. The landlord's consent is usually one of the first documents asked for.
