JLT's towers hold thousands of DMCC-licensed offices, plus apartments, cafés and shops around the lakes. We prepare the drawings and paperwork for the DMCC NOC and Concordia fit-out approval, and keep the file moving until works can start.
Jumeirah Lake Towers is a free zone district first and a residential neighbourhood second. That shapes every approval here: the business licence, the unit, the tower and the fit-out all run through DMCC and the facilities manager it set up for the community, rather than the mainland route most Dubai tenants know.

DMCC's published schedule of charges lists AED 265 per request for both the "NOC to Concordia Fit-Out Licenced company" and the "NOC for Unit Owners' Fit-Out Concordia". It says the cost of the fit-out approval itself varies with the type of fit-out and refers applicants to Concordia. Always check the current schedule before you budget.
Most JLT projects are offices: a newly licensed DMCC company taking a shell-and-core floor plate, or an existing tenant expanding into the unit next door. DMCC's own figures put the JLT and Uptown districts at 87 residential and commercial towers, so towers vary a lot in age, services and how strict their building management is.

JLT's ground and podium levels face the lakes and walkways, and DMCC counts hundreds of retail outlets, cafés and restaurants in the district. These units generally get more scrutiny than offices because they bring kitchens, extract ducts, gas, grease and public occupancy.

Healthcare uses have their own licensing and design rules in addition to the fit-out approval. We confirm which health regulator applies to the unit first.
Wet areas, drainage, ventilation and floor loads for equipment need early agreement with the tower's engineers.
Many JLT towers mix residential floors with offices. Owners renovating an apartment need the DMCC unit-owner NOC for fit-out and must follow the tower's own rules. Under Dubai's jointly owned property law (Law No. 6 of 2019), changes to structure or external appearance need approval from the master developer, the Dubai Land Department and the competent authority, so balcony enclosures and façade changes are rarely straightforward. JLT is part of the DMCC free zone, and DMCC is its master developer. Fit-outs start with a DMCC NOC to Concordia rather than a Dubai Municipality decoration permit. We confirm the route for each unit before submission.
DMCC issues the fit-out NOC to a licensed company or to the unit owner. If your licence isn't ready, the owner may be able to apply. Otherwise use the waiting time to finish the design so you can submit as soon as the licence is issued.
DMCC's published schedule of charges lists AED 265 per request for the NOC to Concordia. Concordia's fit-out charges vary with the project. Contractor and design costs are separate.
Building management usually needs to know about any works, even cosmetic ones, because of lift bookings, noise and access. Whether a full fit-out approval is needed depends on the scope. Check with us or Concordia before you book a contractor.
