Steel is fast to put up, which is exactly why it is so often put up without approval. A mezzanine bolted into a warehouse over a long weekend adds floor area, changes fire escape distances and puts new loads on the slab. To the authority it is a building alteration, not furniture.

Structural steel in Dubai is a regulated activity at both ends. The design has to be approved by the authority for the plot, and the company that fabricates and erects it has to be licensed for steel contracting. Between the two sit inspections, test records and, at the end, the completion stage that makes the structure part of the building's approved record.

How steel contracting is regulated in Dubai

Contractor registration and classification

Law No. 7 of 2025 regulating contracting activities created an emirate-wide contractor register run by Dubai Municipality, including free zones and special development areas. Contractors must work within their approved classification and capacity, and may not subcontract without prior approval.

Steel contracting as its own category

Dubai Municipality publishes licensing and evaluation criteria for "Building Contracting" and "Steel Contracting", alongside its activity classification and technical staff requirements.

Steel structure standard

Dubai Municipality's standard DMS 35:2020 sets requirements for steel structures and their components, covering organisations involved in their design, manufacture, fabrication and erection.

Building permit and inspection

New steel structures, extensions and mezzanines are construction works under Local Order No. 3 of 1999 and need a permit from the relevant authority before work starts.

Penalties under Law No. 7 of 2025 range from AED 1,000 to AED 100,000 per violation, doubled for repeats within a year up to AED 200,000, with possible suspension, downgrading or removal from the register. Warehouse mezzanines are the most common request, and the most common source of trouble. A mezzanine adds floor area, so it affects the permitted built-up area, the fire strategy and escape routes. Common problems with steel works

  • Building the mezzanine first. Regularising afterwards often needs structural checks, fire upgrades and sometimes partial removal.
  • Fabricator redesigning connections. Changes to the approved design must go back through the consultant.
  • Ignoring the slab. Point loads from new columns can exceed what the existing floor was designed for.
  • Unregistered contractors. Under Law No. 7 of 2025 contractors must be registered and work within their classification.
  • Missing fire protection. Unprotected steel where the fire strategy needs protection fails inspection.
