Warehouse fit-out and conversion approvals in Al Quoz

In Al Quoz a warehouse might become a gallery, a gym, a showroom or a production studio, or simply a better warehouse. We prepare the drawings and coordinate the Dubai Municipality and Civil Defence approvals that each of those changes needs.

Al Quoz is where Dubai's warehouses get reinvented. Alongside the factories and storage sheds of Al Quoz Industrial 1 to 4, old units now house galleries, design studios, climbing walls, specialist gyms and car showrooms. Each conversion asks the same question of the authorities: is this building safe for the people who will now be inside it?

Creative zone: Dubai launched the Al Quoz Creative Zone in April 2021 to attract creative businesses. That is a licensing and economic initiative. Building works there still need the normal permits.

Converting a warehouse to a new use

A warehouse is designed for goods and a handful of staff. A gym, event space or gallery may hold dozens or hundreds of people. That shift is what reviewers focus on, more than the finishes.

What a conversion usually needs

  • Confirmation that the plot's permitted use allows the new activity
  • An occupant-load calculation and enough exits, correctly spaced
  • Fire alarm, emergency lighting and, where required, sprinklers and smoke control suited to the new use
  • Toilets, ventilation and accessibility for visitors
  • Structural checks for any new mezzanine, roof plant or rigging

What causes rejections

  • Licence activity that the approved building use does not allow
  • A single roller door as the only real exit
  • A visitor mezzanine with one narrow stair
  • Fit-out finished before the drawings were approved

Staying a warehouse: mezzanines and storage upgrades

Plenty of Al Quoz tenants keep the storage use and simply want more from the space. The common requests:

  • Mezzanine offices above the loading area. These need structural design, a compliant stair and fire separation from the storage below. Our mezzanine fire safety guide explains the typical requirements.
  • Taller racking to use the full eaves height. Higher storage of combustible goods can push the sprinkler design beyond what the existing system delivers.
  • Glazed offices and showrooms at the front. If more than 100 m² is involved and the work is non-structural, DM's decoration permit applies, filed by a DM-approved contractor.
  • Workshop areas with welding, spraying or cutting, which bring ventilation and hazard questions.

What drives cost and time on an Al Quoz project

We don't quote fixed authority fees for these projects, because they depend on the service, the area and the scope. The factors that move the budget most in Al Quoz are practical ones:

  • The gap between the old use and the new one. Storage to office is a small step. Storage to a gym or venue can mean new exits, sprinklers and toilets.
  • The state of the existing fire systems. Older sheds may have alarms or sprinklers that need extending or replacing rather than adapting.
  • Records. Missing approved drawings add an as-built survey and possibly regularisation of earlier works.
  • Structure. Mezzanines, roof-mounted plant and heavy equipment need design and sometimes strengthening.

Sometimes. It depends on the plot's permitted use and whether the building can meet the fire and exit requirements for many more occupants. Check this before signing the lease.

Dubai Municipality issues the building and decoration permits, and Dubai Civil Defence approves fire and life safety. We confirm the authority for each plot first.

We are not aware of a separate building-permit authority for it. It was launched as a business and licensing initiative, and building works follow the mainland permit route. We confirm per plot.

Only safely and legally if it was approved. Ask the landlord for the permit drawings. If there are none, plan for a structural check and regularisation.
