Warehouse and workshop approvals in Ras Al Khor Industrial

Ras Al Khor's sheds, yards and workshops have been altered, split and re-let many times over the years. We help owners and tenants get modifications, fit-outs and changes of activity approved, and bring older works onto the record.

Ras Al Khor Industrial is one of Dubai's older working districts, split into Industrial 1, 2 and 3 on the inland side of Dubai Creek. Many plots carry warehouses, vehicle workshops and open storage yards built decades apart. That history is the main thing to plan for: the building on site is not always the building on the approved drawings.

Working with older sheds and yards

A new tenant in Ras Al Khor often inherits partitions, a mezzanine office or a roofed yard put up by someone else. Before Dubai Municipality will approve your changes, the existing building usually has to match its records. In practice, that starts with three checks:

  • Are there approved drawings for the shed? The landlord may hold them. If not, or if they are out of date, an as-built survey records what is really there.
  • Which parts were never approved? Extra mezzanines, enclosed yards and lean-to structures are the usual culprits. They can block a new permit until they are regularised or removed.
  • Is the structure fit for what you plan? Older steel portal frames and slabs may not take a new mezzanine, crane or heavy racking without strengthening. A structural evaluation answers this before you commit.

Unpermitted construction can bring fines under Local Order No. 3 of 1999, plus remedial costs and blocks on future permits. In an area with this much past alteration, both owners and tenants benefit from clearing the record first.

Workshops, garages and changes of activity

Turning a dry-goods store into a vehicle workshop, a paint booth or a fabrication unit is more than a fit-out. It changes how the building is used and how risky that use is. Expect the review to look at:

Fire strategy

Flammable liquids, gas cylinders, spray painting and welding raise the hazard level. Civil Defence will look at separation, extinguishing systems, ventilation and storage quantities.

Drainage and wash areas

Workshops that wash vehicles or handle oils need floor drainage designed to stop contaminants reaching the public network. Show this on the MEP drawings.

Electrical load

Compressors, lifts, booths and welding sets can exceed the supply of a unit designed for storage. Check the load before signing the lease.

Licensed activity

The trade licence activity, the approved building use and the fit-out drawings should all describe the same business. Mismatches cause rejections.

Civil Defence points for small industrial units

Ras Al Khor has many units of a few thousand square feet rather than large distribution sheds. Small does not mean exempt. Civil Defence's Hassantuk monitoring specifications, for example, set categories for industrial sheds by size: one category covers sheds above 5,000 ft² and below 15,000 ft² without hazardous material storage, with fire alarm, fire pump, water tank and other signals linked to the Civil Defence monitoring centre. Which systems your unit needs depends on its size, use and contents.

Location points to keep in mind

The district sits close to the Ras Al Khor Wildlife Sanctuary, a protected wetland managed by Dubai Municipality and listed under the Ramsar Convention in 2007. DM awarded the first phase of a sanctuary development project in 2025. For most warehouse works this changes nothing, but projects with emissions, external lighting or discharges near the edge of the industrial area deserve an early environmental check.
