Office fit-out approvals in Dubai

For companies moving into, expanding or reconfiguring an office. We turn your workplace layout into drawings the landlord, the permit authority and Civil Defence can approve, and coordinate those approvals so you can move in on schedule.

An office layout is a negotiation between how many people you want to seat and what the building can safely support. Desks, meeting rooms and a reception area decide how many people will be in the space, and that number decides exits, travel distances, washrooms, fresh air and power. Approvals for office fit-outs mostly test that chain.

Most office clients come with a deadline: a lease start date, a licence renewal or a team that is already hired. The approvals are rarely complicated, but they are sequential. The landlord reviews first, then the authority and Civil Defence, and a late change to the layout can send everything back a step.

Inherited fit-outs: taking over a previous tenant's office "as is" can be cheap, but you also take over its approval status. Ask the landlord for the earlier fit-out completion certificate before you rely on the layout.

Office layout issues that reviewers check

Occupancy and escape

The design states how many people the office is planned for. That figure decides the number and width of exits, travel distances to the building's escape stairs, and whether internal corridors are needed. Closed rooms deep in the plan must still have a compliant route out.

Partitions and doors

Full-height partitions break up sprinkler and detection coverage and can create dead ends. Glass partitions need appropriate safety glazing and visibility markings. Door swing and hardware on escape routes are reviewed.

Washrooms and pantry

If the unit has its own washrooms or a pantry, the fixture count and the drainage connection to the building's stacks must work for the planned headcount and the existing services.

Accessibility

Reception, circulation and any in-unit washrooms should consider people of determination as required under the Dubai Building Code.

MEP and fire systems in an office fit-out

Office MEP changes are where most comments from the landlord and Civil Defence come from. Typical items:

  • Sprinklers and detection. Every enclosed room needs coverage. Moving heads and detectors to suit new rooms is the most common fire-related change.
  • Emergency lighting and exit signage. New corridors and rooms change where signs and fittings are needed.
  • Air-conditioning and fresh air. Meeting rooms and dense desk areas need enough supply and return air. Closed rooms without returns are a frequent comment.
  • Electrical load. If the planned load exceeds the unit's allocation, the landlord and DEWA may need to approve an increase.
  • Server and comms rooms. Dedicated cooling, power and, depending on the building and the risk, a specific fire protection approach. Settle this early because it affects the fire drawings.

Our MEP design service prepares these drawings so that they match the architectural layout exactly. Mismatches between disciplines are an avoidable cause of rejection.

Office fit-out approval by location

Office districts in Dubai sit under different authorities, and each has its own office fit-out route:

  • Mainland towers such as those in Business Bay and along Sheikh Zayed Road: Dubai Municipality's decoration works permit applies to office units over 100 m², filed by a DM-approved contractor, alongside the building's NOC and Civil Defence requirements.
  • TECOM business parks such as Internet City and Media City: the DDA fit-out permit, applied for by the contractor with the tenant's appointment letter, Ejari, building owner NOC and drawings.
  • JLT and Uptown: DMCC issues a fit-out NOC to Concordia, requested by the DMCC company through its member portal, before Concordia manages the fit-out approval.
  • Other free zones such as DIFC, DSO or JAFZA: each has its own engineering or fit-out team. See our free zones guide.

Your trade licence, lease and fit-out approval are linked. Some authorities ask for the Ejari or lease with the fit-out application, and the licensing authority may need the fit-out completion before the office is licensed at that address.

What drives office approval time and cost

  • Number of enclosed rooms. Each closed room adds fire, ventilation and lighting coordination.
  • Headcount density. Dense layouts push exits, washrooms and fresh air to their limits.
  • Unit area. Some authorities charge per square foot. DDA, for example, lists AED 0.90 per ft² with a minimum and maximum.
  • Landlord process. Large towers often have detailed fit-out manuals and fixed review cycles.
  • Late changes. Adding a room after approval can mean resubmission.

Office fit-out mistakes to avoid

  • Designing for more people than the exits allow. The headcount you plan must match the escape capacity.
  • Forgetting the ceiling. A floor plan alone doesn't show reviewers whether sprinklers, detectors and diffusers still cover each room.
  • Treating the server room as an afterthought. Its cooling, power and fire approach affect several drawings.
  • Assuming a small office needs nothing. Even where the DM permit is exempt, Civil Defence requirements and landlord approval still apply.
  • Letting the contractor start before approval. Rework after a failed inspection usually costs more than waiting a week.

Office fit-out approval FAQs

Usually yes. New enclosed rooms change sprinkler, detection, air-conditioning and escape layouts, so the landlord and Civil Defence normally need to review them, plus the permit authority where the unit is above its threshold or in a zone that requires a permit.

On the mainland, Dubai Municipality exempts units of 100 m² or less from the decoration permit. Civil Defence requirements and the owner's written consent still apply, and free zones have their own rules.

Loose furniture is normally not a permitted works item, but fixed joinery, partitions and services are. Check the building's rules. Most landlords don't allow works before their approval.

Usually the fit-out contractor, for example a DM-approved contractor on the mainland or the appointed contractor for DDA. The tenant provides the lease, licence and landlord NOC.

Usually not for the client, because the operator holds the approvals for its centre. If you change the layout or services of your suite, the operator and the building will need to approve it.
