Renovation and fit-out approvals in Dubai Marina

Dubai Marina is mostly high-rise apartments, with shops and restaurants along the waterfront promenade. We help owners, landlords and operators get tower NOCs, community permissions and authority permits for renovations and commercial fit-outs.

Emaar planned Dubai Marina around a man-made waterway, but most of the towers along it were built and are now run by other developers and owners' associations. So the person who approves your new kitchen is usually your building manager. Emaar's community team and the authorities come in when the work goes beyond your front door.

Renovating a Marina apartment

Marina towers range from early-2000s buildings to recent super-tall blocks, and their rules vary as much as their age. A practical way to think about renovation scope:

Usually a building NOC

  • Replacing kitchen cabinets and worktops on the same layout
  • New bathroom finishes and sanitaryware in the same positions
  • Flooring, painting, built-in wardrobes
  • Replacing light fittings without moving fire detectors

Expect fuller review

  • Removing or moving walls, especially near the core
  • Moving wet areas or drainage across the slab
  • Changing or relocating sprinkler heads, smoke detectors or fan coil units
  • Glazing, balcony enclosures or anything visible on the façade

Under Dubai's jointly owned property law (Law No. 6 of 2019), substantial changes to a building's structure or external appearance need approval from the master developer, the Dubai Land Department and the competent authority. Inside the unit, structural slabs are often post-tensioned. Never core-drill for new drainage without the building's structural records and approval. Working in a busy waterfront tower

Access and lifts

Service-lift bookings, loading bays and car-park height limits decide how materials get in. Large stone slabs and joinery may need to be cut to fit the lift.

Noise windows

Towers usually limit noisy works to set hours on weekdays. With neighbours on every side, breaches can lead to stop-work notices.

Deposits and service charges

Buildings commonly take a refundable damage deposit and check the owner's service-charge account before issuing an NOC.

Holiday-home units

Many Marina apartments are let short term. Plan works between bookings and keep the operator informed. The building may treat them like any other renovation.

Shops and restaurants on the waterfront

The promenade's cafés and restaurants trade on terraces, views and evening footfall. That brings extra issues: outdoor seating permissions, kitchen extract that mustn't discharge near residential balconies above, fire suppression, and grease management in podiums shared with residents' car parks. Dubai Marina renovation FAQs

Your tower's management approves most internal works. Emaar, as master developer, is involved in structural or external changes and in some community-level permissions. We check your tower's rules and what you want to do, then tell you which approvals apply.

DM's decoration permit under Administrative Resolution No. 85 of 2019 applies to commercial, professional, industrial and office units, not homes. For an apartment refit, the approvals that matter are usually the building management's and Emaar's. Works affecting structure, façades or fire systems need more than that, so check before you start.

Rarely. Balcony enclosures change the façade, affect fire separation and ventilation, and need approval from the master developer, the Dubai Land Department and the competent authority under Law No. 6 of 2019. Most owners' associations refuse them.
