Dubai Hills Estate is not one kind of place. Emaar describes it as a roughly 2,700-acre development within Mohammed Bin Rashid City, built as a joint venture with Meraas, with more than 4,400 villas and townhouses, around 22,000 apartments, Dubai Hills Mall, a business park and an 18-hole golf course. Villas and townhouses

The villa neighbourhoods are relatively new and built to clean, contemporary designs. That makes consistency easy to see, and Emaar's review reflects it. Common projects include:

  • Pools and outdoor living. Rear-garden pools, shaded seating areas and outdoor kitchens. See our swimming pool design and approval service.
  • Pergolas and car-park shades. These need to match the villa's modern lines and approved colours. Fixed structures may need a permit as well as the NOC.
  • Internal upgrades. Kitchen reconfiguration, an extra bathroom or a converted study. Anything affecting walls, drainage or electrical routes needs more than cosmetic approval.
  • Extensions. Extra built-up area is reviewed against plot limits and the house type, and needs structural design and a building permit.

Apartments in Dubai Hills Estate

Most apartment owners want to change flooring, kitchens, bathrooms or partitions. In a jointly owned building, the building's management and owners' association rules apply first. Under Law No. 6 of 2019, substantial changes to a building's structure or external appearance need approval from the master developer, the Dubai Land Department and the competent authority. Internal works that don't touch structure, façades or common areas follow the building's own approval process.

Shops, restaurants and offices

Commercial units sit in Dubai Hills Mall, in neighbourhood retail and in the business park. Each needs a fit-out approval with fire and life-safety design, and the landlord's or mall operator's own technical approval comes first.

Retail

Local points to plan for

  • Applying to the wrong authority. Dubai Hills sits near communities under Dubai Municipality. Confirming the authority from the plot's records first avoids a wasted submission.
  • Ordering before approval. New communities attract fast-moving contractors. Pergolas, pools and joinery ordered before the NOC often need changing.
  • Golf and park frontage. Homes facing the golf course or park have more visible rear elevations and boundaries.
  • Handover snagging versus modification. Defects the developer should fix are not modifications. Keep them separate from your own works.
