Swimming pool and landscape setting-out plan
Site setting-out plan for a proposed swimming pool, deck and landscaping, with plot limits, safety fence and dimensions.
Villa pools · Permits · Developer NOCs
Planning a new pool at your villa, or changing one you already have? We take care of the approval side: confirming which authority and developer cover your plot, preparing or checking the pool approval drawings, securing the developer NOC and handling the submission until the permit is issued. You keep control of the design and the budget; we keep the paperwork moving.
A villa pool looks like a garden project, but the authorities treat it as a structure, a water-treatment system and an electrical installation, and in most master communities the developer has its own say on where it goes and how it looks. That is why a pool that seemed simple can stall for weeks: the developer asks for 3D views, the authority returns the drawings for a missing balance tank detail, or the contractor starts digging before the permit is issued.
Our service is built for the people who end up dealing with that:
What you get is one point of contact for the whole approval journey: a clear answer on which approvals your pool needs, drawings that match what reviewers look for, and someone tracking every comment until the permit is in your hands.
We start by reviewing your plot, community and existing villa approvals, then tell you which approvals your pool actually needs and in what order. You receive a short written approval route, so you know before you commit to a contractor whether the pool you have in mind is achievable on your plot.
We prepare the approval drawing set or review the one your pool contractor has drawn: site layout with setbacks, pool plan and sections, structural details, circulation and filtration layout, plant room, drainage and electrical layout. For full engineering design of the pool itself, see our swimming pool design service.
For plots under Dubai Municipality, the pool is approved against DM's technical guidelines for swimming pool plans and submitted through the Dubai Building Permits System. We assemble the package to that format, submit it through a registered consultant and follow it through the review.
Where your villa falls under the Dubai Development Authority or Trakhees, the pool goes through that authority's own modification route and requirements. We confirm the jurisdiction for your exact plot first, because neighbouring communities can follow different routes.
In master communities such as those managed by Emaar or Nakheel, the developer reviews the pool's position, levels, screening and impact on neighbours before the authority will accept the application. We prepare the developer submission, including 3D views and material details where asked, and answer the developer's queries.
A pool shell has to work full and empty, close to the villa foundations and the boundary wall, and the pumps, filtration and lighting have to be safely supplied and bonded. We coordinate the structural engineer and the MEP design so the drawings agree with each other before they reach a reviewer.
Most delays happen after submission, when comments come back. We read every comment, decide with you and the design team how to answer it, revise the drawings and resubmit, so the application keeps moving rather than sitting in a queue.
Once the pool is built, the authority or developer may need to confirm it matches the approval. We help plan inspections, collect testing records and, where the work changed on site, arrange as-built drawings so the file can be closed and the pool recorded against the villa.
The most common request: a new concrete pool in the garden of an existing villa, with its plant room, deck and barrier. We make sure the position works with setbacks, the villa's foundations and underground services before anyone excavates.
Owners of new villas often want the pool, landscaping and pergola approved together. We prepare one coordinated package so the developer and authority see the whole garden at once. See also landscaping and pergola approvals.
Enlarging a pool, changing its depth, moving the plant room, or adding a jacuzzi, slide or diving board all count as changes to the approved pool and need approval before the work starts.
Overflow edges, balance tanks and raised pools add hydraulic and structural detail that reviewers look at closely. We make sure the balance tank, overflow channel and pump capacity are shown and consistent.
A pool on a roof or upper terrace adds a serious load to the structure below. A structural evaluation of the existing building normally comes first, before the approval drawings.
Pools serving residential buildings, compounds and other shared facilities are treated as public pools, with stricter safety and water-treatment requirements. We coordinate those submissions with the building's design team.
Two different kinds of permission are usually involved, and one does not replace the other. The developer's NOC confirms the pool is acceptable within the community; the authority's permit confirms it is safe and compliant to build. Which ones apply depends on your exact plot, so we confirm the route for each project rather than assuming it from the community name.
| Who | What they decide | When it applies |
|---|---|---|
| Dubai Municipality | Approval of the pool drawings and the permit for the works, checked against its technical and safety guidelines for swimming pools | Villas and buildings under Dubai Municipality's jurisdiction |
| Dubai Development Authority | Permit for the pool as a modification to the property | Communities regulated by DDA |
| Trakhees | Permit for the pool under its building regulations | Areas under Trakhees, including several Nakheel communities |
| Master developer or community management | NOC for the pool's position, levels, screening, drainage and look, before the authority application | Most master communities, for example Emaar and Nakheel communities |
| DEWA and Civil Defence | Only where the pool adds electrical load beyond the villa's supply, or forms part of a larger fire-safety scope | Some projects only |
Not sure which applies to you? Send us your plot or community and we will tell you.
01
You tell us what you want: size, shape, position, and whether it is a new pool or a change to an existing one. We review photos, your villa drawings and any contractor proposal you already have.
02
We confirm which authority covers your plot, whether a developer NOC is needed, and what the community guidelines say about pools, setbacks and screening.
03
We check your title deed, affection or site plan and approved villa drawings, and note anything that does not match the site, such as an unapproved extension that would complicate the application.
04
The pool approval drawings are prepared or completed: layout, sections, structure, circulation, plant room, drainage and electrical, all consistent with one another.
05
The developer package goes in first in most master communities. We answer its queries and collect the NOC.
06
The application is submitted to the relevant authority by a registered consultant, with the developer NOC attached.
07
We respond to every comment, update the drawings and resubmit until the approval is issued.
08
You receive the approved drawings and permit, a clear note of the conditions your contractor must follow, and guidance on inspections and completion.
You do not need a full drawing set to start. These are the documents that matter at each stage.
For a fuller explanation of what the drawings must show, read our swimming pool regulations for villas.
We also handle the wider villa works that often come with a pool, from villa renovation and extension approvals to new villa permits, so the whole project can move under one plan.
Every pool is different, so we quote after seeing your plot and what you want to build. These are typical authority and developer figures for a private villa pool; your total also includes the drawings and our consultancy fee, which we quote separately and itemise.
| Item | Typical estimate |
|---|---|
| Dubai Municipality permit fee for the pool area | About 30 fils per sq ft of pool area, plus application and minimum permit fees of a few hundred dirhams |
| Emaar home-modification NOC | About AED 1,000 – 2,000, depending on whether the works are minor or major |
| Developer NOC review (Emaar) | 3 to 5 business days, once the documents are complete |
| Dubai Municipality review of a complete application | 3 to 7 working days |
| Drawing preparation and coordination | Depends on the pool type and how much of the design already exists |
| Resubmissions after comments | Each round adds time; a coordinated first submission keeps them to a minimum |
What moves the total most is the scope: a skimmer pool on a standard villa plot is quicker than an infinity pool on a waterfront plot or a rooftop pool that needs a structural check. Developer requirements, the authority for your plot and the number of comment rounds all play a part.
Pools on golf-facing plots have extra points to check; see renovating a home in Jumeirah Golf Estates. Excavated material from pool works may also need a sand transfer permit.

Yes. We confirm the approval route, prepare or review the drawings, obtain the developer NOC where one is needed, submit to the authority through a registered consultant and answer the review comments until the approval is issued.
In practice, yes. Authority applications for building works, including pools, are submitted by registered consultants, and the drawings need structural and MEP input. We handle that side so you or your contractor do not have to.
Yes. For plots under Dubai Municipality, we prepare the pool package to DM's technical guidelines for swimming pool plans and submit it through the Dubai Building Permits System.
Yes. In most master communities the developer must approve the pool before the authority will. We prepare the developer submission and deal with its queries.
Your community or plot number, a few photos of the garden, your villa's approved drawings if you have them, and a short description or sketch of the pool you want. That is enough for us to confirm the route and quote.
Yes. Adding a pool to an existing villa is one of the most common requests we handle. We check the villa's existing approvals first, because an earlier unapproved change can affect the pool application.
Authority and developer fees are usually a modest part of the total; the Dubai Municipality permit fee is about 30 fils per sq ft of pool area, and an Emaar NOC is typically AED 1,000 – 2,000. Drawings and our consultancy fee depend on the pool, and we quote them after reviewing your project.
Yes. Changes to an approved pool, including adding a slide, diving board or jacuzzi, need approval before the work is done, and a design change after final approval is treated as a new application.
