Dig a basement, a pool or the foundations for a villa in Dubai and you quickly have a pile of sand that has to go somewhere. Level a low plot and you need sand brought in. In both cases, sand is a regulated material: moving it between sites, or bringing it onto a project, needs a permit.
Sand transfer is a small step in a construction project, but it sits on the critical path. Excavation stalls if spoil cannot leave the site, and backfilling waits if fill cannot arrive. Trucks booked without a permit stand idle or, worse, are stopped on the road.
This page explains the Dubai Municipality services that cover sand and soil, who applies, what they need and how to keep the earthworks moving. Dubai Municipality decides each application. We help plan and prepare it.
Dubai Municipality lists several separate services for moving and obtaining earth materials. Picking the right one depends on which way the sand is going and what it is for.

DM states that building contractors obtain the sand shift permit. Times are DM's published service standards from a complete application. They do not include time to prepare documents, arrange inspections or correct an application.
Coastal sand is different. Sand from Dubai's coastal zone is managed separately by DM's coastal environment function, and excavation there needs its own NOC. Do not assume an ordinary sand shift permit covers beachfront or waterfront plots.
The question to ask is whether sand or soil is crossing a site boundary. Moving sand around inside your own plot as part of permitted earthworks is part of the construction. Taking it out, or bringing it in, is a transfer.
Basements, pools, deep foundations, underground tanks and utility trenches all produce spoil. On a new villa, the volume from foundations and a pool alone can fill many truckloads.
Plots below the road or the neighbouring ground need fill to reach the design level, and many projects need clean sand for backfilling around foundations.
Gardens, parks and green roofs need agricultural soil rather than construction sand. That has its own DM permit.
Clearing a plot before a new villa permit or a commercial build can move large quantities of material off site.

From the approved levels and excavation drawings, estimate how much sand leaves the site and how much comes in. Balancing cut and fill on site, where the design allows, reduces both permits and trucking.

Sand permits are quick on paper, but projects still lose days because the earthworks were not planned around them. A few habits help:

DM describes the sand shift permit as a service for building contractors. In practice, the contractor on the project's building permit applies, with documents from the owner.
DM lists 2 or 3 working days for the sand shift permit, and 5 working days for obtaining sand for a project. These count from a complete application and don't include planning or inspection scheduling.
DM has a separate permit to obtain agricultural soil for farms, residences and projects. Your landscaping contractor or supplier normally arranges it, but check before delivery.
