Nakheel NOC and modification approvals

Owners and tenants in Nakheel communities need Nakheel's no-objection before altering a property, and usually a permit from the authority for the plot as well. We prepare the drawings, file the Nakheel request and carry the project through to the permit and completion.

Nakheel's position on alterations is short and clear: owners can make changes, but must obtain a No Objection Certificate from Nakheel's Urban Planning team before any alteration, and changes must not affect the external façade or structure without approval. Everything else on this page follows from that rule.

The Nakheel NOC is a developer consent. It confirms the master developer has no objection under its community rules. It is not a building permit. Most construction work in Nakheel communities also needs a permit from the authority responsible for the plot, which for many Nakheel developments is Trakhees. Getting the two approvals in the right order, on the same set of drawings, is the core of a smooth Nakheel project.

Which communities need a Nakheel NOC?

Nakheel is the master developer of a large part of Dubai. Its master developments include Palm Jumeirah, The World, Jumeirah Islands, Jumeirah Park, Jumeirah Village, Al Furjan, The Gardens, Discovery Gardens, Jebel Ali Village, Nad Al Sheba Villas, Warsan Village, International City and Dragon City, along with newer projects such as Palm Jebel Ali. If your property is in one of these, Nakheel's modification rules apply alongside the rules of your building or owners' association.

Community management: day-to-day community management for many Nakheel communities now runs under Dubai Holding Community Management, and Nakheel's former community-management web address redirects there. Service-charge and access questions may go to that team, while modification NOCs remain with Nakheel's Urban Planning team as described on Nakheel's own site.

Those technical items belong to the permit authority. PCFC states that Trakhees' services cover land owned by PCFC, Dubai World or their subsidiaries, and names Nakheel among them. Nakheel's own guidance on contractor access lists a "valid Nakheel and Trakhees NOC" as a document needed for construction, modification and extension work. Trakhees' modification application form, in turn, asks for the landlord or developer NOC and the master developer's approved drawings. The two approvals are designed to fit together.

Trakhees' modification form gives a useful picture of what counts as a modification in its jurisdiction: boundary and retaining walls, full-height partitions, external painting, car parking shades and pergolas, paving and landscaping, swimming pools, staircases and ramps, among others. Expect Nakheel to want to see any of these before you start.

Purely cosmetic work inside a home, such as painting walls the same colour or replacing fittings like-for-like, is generally treated more lightly. Even so, contractors still need community access permits, and "minor" changes like a new window or an enlarged opening are façade changes in Nakheel's eyes. Documents and drawings for a Nakheel application

Nakheel's online request asks for the owner's details and the proposed works. The supporting set we prepare is designed to serve both the Nakheel NOC and the later permit application, so the authority sees exactly what Nakheel approved.

  • Ownership or leaseTitle deed or lease, owner's ID, and a power of attorney or owner's consent where a tenant or representative applies.
  • Site planThe plot plan showing boundaries and setbacks. In Trakhees areas, the Trakhees site plan or affection plan.
  • Existing approved drawingsThe villa's or unit's last approved drawings. If they are missing, Trakhees describes a copy request to its CED Document Control before an as-existing survey.

Service charges: developers commonly check that the owner's account is up to date before processing requests. Clear any outstanding balance before applying so it doesn't hold up the NOC.

With the NOC and Nakheel-approved drawings, the permit application goes to the authority for the plot, usually through an accredited consultant or contractor. Civil Defence and DEWA input is added where relevant.

Contractors apply for long- or short-term access permits through Nakheel's online services. For construction, modification and extension work, Nakheel lists a valid Nakheel and Trakhees NOC as a requirement and a published charge of AED 52.50 per person.

Completion

After the works, the authority inspects and issues its completion certificate. In Trakhees areas that is a Modification Completion Certificate for modifications, before which modified premises may not be occupied.

What affects Nakheel NOC fees and timing

Nakheel does not publish a modification NOC fee schedule on its public FAQ pages, and the fees we see quoted online come from secondary sources we can't verify. We don't quote them. We confirm the developer and authority fees for your specific scope and list them separately in our quotation.

Don't mix up NOCs: the AED 500 + VAT fee and 30-day validity on Nakheel's FAQ page apply to the NOC for title deed transfer on resale, not to modification NOCs.

The things that drive time:

  • How far the design departs from the original villa type. Proposals that keep the community's character pass more easily.
  • Added area. Extensions draw more scrutiny than internal changes and need structural design.
  • The number of authorities. Pools, new electrical loads and works near shared services bring in more reviewers.
  • Existing records. Missing approved drawings or earlier unapproved works add a survey and regularisation step.
  • Validity. Trakhees requires a valid master developer NOC to revalidate a lapsed modification permit, so programme delays can mean renewing both.

Why Nakheel applications get delayed or refused

  • Starting with a contractor's design. Contractor sketches often ignore setbacks and villa-type rules, so the NOC comes back with comments and the quote changes.
  • Unclear drawings. If the drawings don't show clearly what exists, what is removed and what is new, expect a request for revision.
  • Inherited unapproved works. A previous owner's unapproved extension can block a new application until it is regularised. Our as-built survey service is the usual starting point.
  • Treating the NOC as a permit. Starting construction on the Nakheel NOC alone leaves the project open to stop orders and penalties from the permit authority.
  • Neighbour impact. Overlooking windows, high boundary walls and drainage towards a neighbour's plot are frequent comment points.

Nakheel says the NOC is requested online through the Nakheel website or the My Nakheel mobile app, and is issued by its Urban Planning team. You will need ownership details and drawings of the proposed works.

Not for construction work. The Nakheel NOC is a developer consent. Works such as extensions, wall removals and pools also need a permit from the authority for your plot, which is often Trakhees in Nakheel communities. Contractors also need community access permits.

If the work stays cosmetic and like-for-like, the requirements are usually lighter. If walls move, drainage is rerouted or the façade changes, treat it as a modification and get the NOC first. Check your community's rules before you instruct a contractor.

Nakheel doesn't publish a modification NOC fee schedule on its public FAQ pages. Fees depend on the scope. We confirm them for your project. The published AED 500 + VAT fee relates to the resale transfer NOC, not to modifications.

No. Nakheel is the master developer. Trakhees is the regulatory department of the Ports, Customs and Free Zone Corporation, whose jurisdiction covers land owned by Dubai World entities including Nakheel. Nakheel gives developer consent and Trakhees issues the engineering permits.
