Authority approvals · DMCC free zone, JLT & Uptown
Tenants and owners in Jumeirah Lakes Towers and the wider DMCC free zone need a chain of approvals before a fit-out can start: building management, the DMCC NOC, the fit-out approval and fire safety. We prepare the drawings and documents and keep each link moving.
A fit-out in Jumeirah Lakes Towers involves more parties than most people expect. The tower's management, DMCC as the free zone authority, Concordia as the community's management company, Dubai Civil Defence and sometimes DEWA each have a say. None of them is difficult on its own. The delays come from doing them in the wrong order.
DMCC, the Dubai Multi Commodities Centre, is a Government of Dubai free zone authority. Its free zone covers Jumeirah Lakes Towers and its other development zones, including the Uptown Dubai district around Uptown Tower. Thousands of companies lease offices, shops and warehouses there, and many towers also hold privately owned apartments.
We are an independent consultancy with no affiliation to DMCC or Concordia. They and the other authorities decide whether to approve. We prepare a complete package, coordinate the sequence and follow it through to completion.

DMCC publishes two application guidelines for this NOC. Which one applies depends on who is asking.
A DMCC company requests the "NOC to Concordia – Fit-Out" on the DMCC member portal, under Company Services, Official Communications, NOCs and Letters. It provides an undertaking letter signed by the property owner or authorised signatory, and either a lease that covers the licence validity period or proof of ownership. The document must show the size of the office. On completion DMCC issues the NOC to Concordia.
An owner requests the "NOC for Unit Owners' Fit-Out [Concordia]" through the JLT property owners service on DMCC's support pages. It provides a request letter, an undertaking letter, the title deed or a certificate of ownership from the tower developer not older than six months, and ID (or a trade licence or certificate of good standing for a company owner). Each NOC covers one unit only.
DMCC's schedule of charges lists AED 265 for each of these NOCs, non-refundable if the request is cancelled after submission. DMCC can ask for additional documents at any stage. The NOC is a permission to proceed with the fit-out process, not a fit-out approval in itself.
A space-related trap: DMCC's guideline notes that a company cannot move to a smaller office if its visa count exceeds the quota for the space. If your fit-out goes with a move or a reduction in area, check the visa allocation before you sign the lease.
Beyond the DMCC NOC, the fit-out approval itself depends on a technical package. The building's fit-out manual and the reviewing bodies set the final list. Typically it includes:
All designs must comply with the Dubai Building Code, which applies across Dubai including free zones. Our interior design and space planning and MEP design teams prepare these drawings to the format reviewers expect.
Collect the lease or title deed, the unit's base-build drawings and the tower's fit-out manual. Confirm the licensed activity suits the planned layout.

The licensed company or the owner applies on the DMCC portal and pays the published fee. DMCC issues the NOC to Concordia.

The technical package goes to the fit-out reviewer with the NOCs. Civil Defence reviews fire and life safety. DEWA comes in if loads increase.

The contractor works to the approved drawings under the tower's rules on hours, deliveries, hot work and protection of common areas.

Fire systems are tested and inspected, snags are closed and the completion documents are issued so the unit can be occupied or opened.

The DMCC NOC fee is published. The fit-out approval fee is not published as a fixed figure: DMCC's schedule says it varies with the type of fit-out and refers enquiries to Concordia. Building management may charge its own fees and deposits. Civil Defence and DEWA charge separately. In our quotation, authority and third-party fees are listed apart from our consultancy fee.

It is a no-objection certificate that DMCC issues, addressed to Concordia, so that a fit-out can proceed for a unit in the free zone. Licensed companies request it on the DMCC member portal and JLT property owners through the owners' service. DMCC lists a fee of AED 265 per request.

Works beyond simple redecoration usually need the building management's approval and the DMCC owner NOC, followed by the fit-out approval. Changes to structure, shared services or the façade bring in more parties. Check before you instruct a contractor.
Usually, yes. New partitions and ceilings change the coverage of detectors and sprinklers and can affect escape routes. These are reviewed for fire and life safety and inspected before the unit is occupied.
