Authority approvals in Dubai

Dubai has several building authorities, plus service authorities and master developers whose approval you also need. Here's who does what, and how we help with each.

Which authority approves your project?

The authority depends first on where the property is, and then on what the work involves. A single project often needs approvals from more than one body:

Type of authorityRoleExamples
Building-permit authorityApproves construction, modification and fit-out drawings and issues completion certificates for its areaDubai Municipality, Trakhees, DDA, JAFZA, DSO, DMCC
Life-safety authorityApproves fire and life-safety design and systems, and inspects before occupancyDubai Civil Defence
Service authoritiesApprove connections, loads and works affecting their networksDEWA, RTA
Sector regulatorsApprove premises for regulated activitiesDubai Health Authority
Master developersIssue NOCs under community rules before the authority permitNakheel, Emaar

We are independent. Dubai Authority Approvals is a private consultancy and is not part of, or endorsed by, any of these organisations. Each one makes its own decisions on the applications it receives.

Common questions about Dubai authorities

The plot's site plan, title deed and the master developer's records normally show this. We confirm it at the start of every project, because neighbouring areas can fall under different authorities.

No. A developer NOC confirms that the master developer has no objection under its community rules. The building permit comes from the authority. Most projects in master communities need both, usually NOC first.

Not all, but most commercial fit-outs, new buildings and changes affecting fire safety do. See our Civil Defence approval page for the details.
