Warehouse and factory permits in Jebel Ali Industrial Area

Jebel Ali Industrial 1, 2 and 3 sit right next to the free zone but follow a different permit route. We confirm which side of the line your plot is on, then prepare and coordinate the warehouse, factory and fit-out approvals it needs.

"Jebel Ali" covers several very different jurisdictions. A warehouse inside the Jebel Ali Free Zone goes through JAFZA and Trakhees. A warehouse a few kilometres away in Jebel Ali Industrial Area 1, 2 or 3 is on mainland land with its own route. Mixing the two up is the most common and most avoidable mistake we see here.

Large warehouses: racking, mezzanines and fire load

Jebel Ali Industrial has many big-box sheds with high eaves, built for pallet storage near the port. Approvals for these buildings depend mostly on how goods are stored, not on finishes.

  • Racking height and layout. Higher storage of combustibles needs more sprinkler capacity, sometimes in-rack sprinklers, and fire-brigade access along aisles. See our racking approval guide.
  • Mezzanines for picking or offices. These add floor area and occupants, and need structural design plus protected escape.
  • Floor slabs. Heavy racking point loads and forklift traffic should be checked against the slab design, especially in older sheds.
  • Compartment size. Very large undivided floor areas affect fire strategy. Extending a shed can push it over the limits that applied when it was built.

Canopies, sheds and boundary walls over open storage yards are construction works and need permits like any building.

Labour accommodation

What tends to delay Jebel Ali Industrial projects

  • Applying through the wrong portal. A tenant used to JAFZA's process may prepare a package for the free zone when the plot is mainland, or the reverse. Confirm the authority before any drawings are drafted.
  • Extensions without a fire review. Adding bays to a large shed can change compartment sizes, travel distances and the water supply the sprinklers need.
  • Racking ordered first. Racking sized for the eaves height, not for the sprinkler design, often has to be cut down or have in-rack sprinklers added later.
  • Missing records for older buildings. Some sheds have been extended in stages over many years. An as-built survey and, where loads increase, a structural evaluation keep the application credible.

No. Jebel Ali Industrial 1, 2 and 3 are mainland industrial areas, separate from the Jebel Ali Free Zone. They generally follow the Dubai Municipality permit route rather than JAFZA's.

If the new height or stored goods exceed what the fire protection was designed for, yes in practice: the sprinkler design must be reviewed and may need upgrading, with Civil Defence approval.

On Dubai Municipality plots, non-structural decoration inside a unit larger than 100 m² needs a decoration permit filed by a DM-approved contractor. Structural work, such as a mezzanine office, needs a modification permit instead.
